NOTE: Czechoslovakia and Poland were two of five Eastern Bloc countries in which Little League charters were established following the fall of the Berlin Wall in late 1989. Hungary, Lithuania, and Yugoslavia were the others.

Format: Pool competition tournament, with participating teams divided into two pools for round robin competition. The top two teams in each pool advance to the region finals.
