NOTE: Leagues located on the four main islands of Japan were organized into four districts, and the four district winners advanced to the Pacific Region tournament. Leagues outside these areas began tournament play at the region tournament level.

NOTE: Kunitachi City was an all-Japanese team coached by an American stationed at Fuchu Air Station.
